Approving the use of Neighborhood STAR Ward 4 Year-Round Program Funds.
Body
WHEREAS, on February 10, 2016 the Neighborhood STAR Board reviewed a proposal from Saint Paul Public Works in collaboration with the Hamline Midway Coalition to assist in the construction of the Jefferson Griggs Bikeway; and,
WHEREAS, this bikeway project has positively impacted the community as well as provided pavement circles, bump-outs, signs, lighting, new sidewalks and shared lane markings on portions of Griggs Street and Jefferson Avenue; and
WHEREAS, the Neighborhood STAR Board ranked this project a 1.46 on a scale from 1 (low) to 5 (high); and
WHEREAS, it is the intent of the Mayor and Saint Paul City Council to participate in the financing of these activities by providing $40,000 in grant funding from the Ward 4 Neighborhood STAR Year-Round Program; and
WHEREAS, because this proposal is of substantial community significance, a waiver of the STAR Guidelines in regards to refinancing existing debt being an ineligible expenditure is recommended; and,
WHEREAS, work on this project began in June of 2014, therefore expenditures occurring after this date shall hereby qualify for funding; and
NOW, THEREFORE BE IT RESOLVED, the Council authorizes and directs the appropriate City officials to execute the appropriate grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, the Saint Paul City Council authorizes and directs staff of the Department of Planning and Economic Development to proceed with all other action necessary to implement this Resolution.
