Appointing McGrann Shea Carnival Straughn & Lamb, Chartered as special counsel, and approving the Agreement for Outside Counsel Services between the City Attorney's Office and McGrann Shea Carnival Straughn & Lamb, Chartered.

WHEREAS, Saint Paul City Charter § 5.02 permits the City, upon recommendation of the City Attorney and in the case of special or unusual circumstances, to appoint outside counsel to represent the City; and
WHEREAS, the City is in need of an attorney with expertise in the area of negotiation and drafting of agreements in connection with the development and use of a soccer stadium and the City Attorney recommends the appointment of outside counsel for this matter; and
WHEREAS, the City Attorney recommends that the city hire McGrann Shea Carnival Straughn & Lamb, Chartered; now, therefore, be it
RESOLVED, that the appropriate city officials are hereby authorized to enter into an agreement with McGrann Shea Carnival Straughn & Lamb, Chartered to advise the City on and draft the necessary documents related to the development and use of the proposed soccer stadium.
