Reallocating $15,000 in public art funds from El Rio Vista to Parque Castillo.

Body
WHEREAS, on July 22,2009, the City adopted the Public Art Ordinance in Chapter 12, Public Art, Sections 12.01 through 12.04; and

WHEREAS, the Director of the Department of Parks and Recreation has determined that the public art funds for the El Rio Vista Field project would be more effectively used at Parque Castillo play area; and

WHEREAS, the Director of the Department of Parks and Recreation supports reallocation of the funds to augment public art funds at Parque Castillo, which is just across the street from El Rio Vista Field, and within the same Ward (2, Council Member Thune) and Planning District (3, West Side Community Organization); and

WHEREAS, the community design advisory committee for Parque Castillo park project concurs with the reallocation; and

WHEREAS, the Parks Design and Construction Division staff recommend the reallocation in order to design and implement a more substantial and relevant art piece(s) using one artist and one design process for both facilities; and

WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there are available for transfer of appropriation, funds of $26,510 in the 2015 Capital Improvement Budget; now, therefore, be it

RESOLVED, that the proper city officials are hereby authorized and directed to reallocate the public art funds from El Rio Vista to Parque Castillo in the amount of $15,000 to Parque Castillo, for a new Parque Castillo public art fund amount of $21,500 as required by the City to comply with its Public Art Ordinance Program Guidelines manual, dated June 23, 2014; and be it

FURTHER RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $26,510 is available for transfer of appropriation in the 2015 Capital Improvement Budget, and sai...
