Accepting the Downtown Parking Management Strategy.

WHEREAS, the Saint Paul Comprehensive Plan includes Strategy 2.18 “In cooperation with St. Paul Smart Trips and CapitolRiver Council, assemble stakeholders from all major downtown sectors to revisit downtown parking policies and project trends and create a long-term Parking Management Plan”; and

WHEREAS, the Saint Paul Department of Planning and Economic Development engaged a team of consultants from Nelson\Nygaard and SRF Consulting in a technical study, the Downtown Parking Management Strategy, and identified existing conditions, modeled expected future conditions, and recommended a targeted array of parking management strategies; and

WHEREAS, the City of Saint Paul Department of Planning and Economic Development convened an advisory group throughout the study, with representation from Department of Public Works, Saint Paul Police Department, Mayor’s Office, Ward 2 office, CapitolRiver Council, Saint Paul Area Chamber of Commerce, Greater Saint Paul Building Owners and Managers Association, St. Paul Smart Trips, Visit Saint Paul and parking facility owners and managers downtown; and

WHEREAS, the consultant team and City staff engaged the above represented downtown stakeholder groups throughout the study process for input and feedback; and

WHEREAS, on October 5, 2015, the Transportation Committee of the Planning Commission received a final presentation on the study with a list of short-term implementation steps identified; and

WHEREAS, on October 30, 2015, the Planning Commission received a final presentation on the study with a list of short-term implementation steps identified; and

WHEREAS, on November 12, 2015 the Housing and Redevelopment Authority received a final presentation on the study with a list of short-term implementation steps identified; and

NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts the work of the Downtown Parking Management Strategy and
