Approving adverse action against all licenses held by Eastsiders Bar, Inc. d/b/a Louie’s Bar located at 883 Payne Avenue.

WHEREAS, all licenses held by Eastsiders Bar, Inc. d/b/a Louie’s Bar (License ID #20120005867) for the premises located at 883 Payne Avenue in Saint Paul were the subject of a Notice of Violation dated November 5, 2015 stating that the licensee allowed a patron to enter the establishment on September 20, 2015 without proper identification in violation of license condition #5; and
WHEREAS, the licensee also failed to provide requested videotape surveillance to the Saint Paul Police Department on October 7, 2015; October 11, 2015 and October 21, 2015 in violation of license condition #2; and
WHEREAS, as a result of these violations, per Saint Paul Legislative Code § 310.05 (m) (1), the licensing office recommended a $1,000.00 matrix penalty; and
WHEREAS, licensee responded to the Notice of Violation to admit to the facts but contest the $1,000.00 matrix penalty and request a public hearing which was held on December 16, 2015; now therefore be it
RESOLVED, Eastsiders Bar, Inc. d/b/a Louie’s Bar is hereby ordered to pay a matrix penalty of $1,000.00, staying $500 for a year if there are no further violations,.for allowing a patron to enter the establishment on September 20, 2015 without proper identification in violation of license condition #5 and failing to provide requested videotape surveillance to the Saint Paul Police Department on October 7, 2015; October 11, 2015 and October 21, 2015 in violation of license condition #2.
Payment of such penalty shall be made within thirty (30) days of the date of the adoption of this resolution.
