Authorizing an application to the Department of Employment and Economic Development under the Minnesota Investment Fund for Maximus,  Inc. to assist in the financing of their relocation to 332 Minnesota Street.

Body

WHEREAS, the City of Saint Paul has partnered with state and local governmental entities and our regional economic development organization to address the needs of  Maximus, Inc. in the  relocation of their Information Technology division from Colorado to occur in either Minnesota or elsewhere in the United States; and

                     WHEREAS, Maximus, Inc. has proposed a relocation project which meets the purpose and criteria of the State of Minnesota’s Minnesota Investment  (MIF) Program of the Department of Employment and Economic Development; and

                     WHEREAS, the City of Saint Paul finds that the relocation would not occur solely through private investment within the reasonably foreseeable future, or would occur in another state, without funding from the MIF Program; and

                     WHEREAS, Maximus, Inc., a publically traded corporation,  provides business process services (BPS) to government health and human services agencies and are one of the largest pure-play health and human services BPS providers to governments in the United States, Australia, Canada, the United Kingdom and Saudi Arabia; and

                     WHEREAS, Maximus, Inc. employs 9,374  employees company-wide, 34 of which will be relocated to Saint Paul; and

                     WHEREAS, the wages paid to these new Maximus, Inc. employees are considered high-wage positions, averaging over $30 per hour plus benefits; and

                     WHEREAS, the City of Saint Paul has not violated any Federal, State, or local laws pertaining to fraud, bribery, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice,
