WHEREAS, the Pawn Shop license held by Lawrence H. Kasella, Jr. d/b/a Best Pawn (License ID #19980003417) for the premises located at 966 - 7th Street West in Saint Paul was the subject of a Notice of Violation sent on October 9, 2015, stating the licensee failed to maintain the Automated Pawn system in order to enter transactions and send daily reports to the Saint Paul Police Department in violation of Saint Paul Legislative Code § 344.02 (b) (1) and (2) and Saint Paul Legislative Code §344.04 (b); and

WHEREAS, the licensee also failed to take color video recordings or digitally captured photo images of customers involved in transactions and every item received that did not have a unique serial or identification number permanently engraved or affixed in violation of Saint Paul Legislative Code § 344.04 (c); and

WHEREAS, these violations are directly related to the licensed activity; therefore; per Saint Paul Legislative Code § 310.05 (m) (2) the licensing office recommended a $500.00 matrix penalty; and

WHEREAS, the licensee did not respond to the Notice of Violation to pay the $500.00 matrix penalty or request a public or administrative hearing; and

WHEREAS, the Notice of Violation stated if the licensee failed to pay the $500.00 matrix penalty or request a hearing by October 19, 2015, that the matter would be placed on the consent agenda to impose the recommended penalty; now, therefore, be it

RESOLVED, Lawrence H. Kasella, Jr. d/b/a Best Pawn is hereby ordered to pay a matrix penalty of $500.00 for: 1) failure to maintain the Automated Pawn system in order to enter transactions and send daily reports to the Saint Paul Police Department and 2) failure to take color video recordings or digitally captured photo images of customers involved in transactions and every item received that did not ...
