Comments: DSI recommends deleting one of the EC fees as it was assessed in error; only one bill was issued and sent to the PO; reduce the assessment from a total of $275 to a total of $155. Property was inspected on 4/24/15; SA issued for loose litter/trash on north end of property with a compliance date of 5/5/15. Property was inspected on 5/1/15; a new SA was issued to remove household furniture south of house, discarded light on front steps and loose litter/debris throughout the yard; cut all bushes/trees/plants obstructing public sidewalk and/or alley right of way; cut all overgrowth back to inside the property line; cut down and properly dispose of rank plant growth on the side of the house and in the rear yard; compliance date was 5/8/15. Property was re-inspected on 5/13/15 and was not in compliance; inspector sent work order to Parks. Inspector issued EC for work not done by compliance date.
History of Orders on Property: SA was issued on 6/19/15 to cut the overgrowth of vines on the property; another SA was issued on 8/4/15 to remove debris, large pile of brush and yard waste in the backyard. Property was re-inspected on 8/10/15 and was found to be in compliance. File closed.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Excessive Use of Inspection or Abatement servies billed during April 24 to May 21, 2015. (File No. J1601E, Assessment No. 168300) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
