Authorizing Public Works to implement bicycle lanes on Western Avenue between Como Avenue and University Avenue.
Body
WHEREAS, the City of Saint Paul Department of Public Works is planning a mill and overlay of Western Avenue between Como Avenue and Thomas Avenue in 2015; and
WHEREAS, Public Works is proposing to implement bicycle lanes on Western Avenue from Como Avenue to Thomas Avenue within the project limits of the mill and overlay; and
WHEREAS, Public Works is proposing to extend bicycle lanes beyond the limits of the mill and overlay on Western Avenue from Thomas Avenue to University Avenue; and
WHEREAS, the extension of bicycle lanes from Thomas Avenue to University Avenue will be funded through the City of Saint Paul’s 8 - 80 Vitality Fund; and
WHEREAS, the Council of the City of Saint Paul approved the Saint Paul Bicycle Plan (RES 15-476) on 3/18/2015; and
WHEREAS, the proposed bicycle lanes on Western Avenue are found to be consistent with the recommendations of the Saint Paul Bicycle Plan; and
WHEREAS, the elements proposed for implementation are referred to and listed in the Western Avenue Project Summary of Engineering Recommendations dated 8/26/2015; and
WHEREAS, the elements proposed for implementation includes the removal of on-street parking on the west side of Western Avenue between Como Avenue and Charles Avenue; and
WHEREAS, parking occupancy counts, included in the Western Avenue Project Summary of Engineering Recommendations, were performed at representative time periods to measure parking utilization on Western Avenue between Como Avenue and University Avenue; and
WHEREAS, reducing the overnight sanitation parking ban to Monday from 2AM - 7AM on the east side of Western Avenue, and Tuesday from 2 AM - 7 AM on the west side of Western Avenue is proposed within the project limits; and
WHEREAS, a public open house was held on 8/11/2015 to present information and receive feedback on the project as proposed; and
WHEREAS, The Transportation Committee of the Planning Commission considered the proposal for bicycle lanes on Western Avenue on 8/10/2015 and 8/31/2015, and offered comments and recommendations about the design as proposed; and
WHEREAS, the written record was left open until 5:00 PM on August 24, 2015; now, therefore be it
RESOLVED, that the Council of the City of Saint Paul does herby authorize Public Works to implement bicycle lanes on Western Avenue between Como Avenue and University Avenue, concurrent with the Western Avenue mill and overlay scheduled for 2015.
