Approving the use of grant funds through the Neighborhood STAR Year-Round program for a Front Ave. Business Improvement Program and a Gaga Pit mobile recreation program.

WHEREAS, on August 17, 2015 the Neighborhood STAR Board reviewed two proposals for STAR grant financing through the Neighborhood STAR Year-Round Program to assist North East Neighborhoods Development Corporation with the development of a Business Improvement Program on Front Avenue between Lexington Ave and Rice St.; and to assist the Department of Parks and Recreation with a
portable Gaga Pit for the mobile recreation program; and
WHEREAS, the Neighborhood STAR Board rated these projects 3.83 for Front Ave. and 1.91 for the Gaga Pit on a scale from 1 (low) to 5 (high); and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing up to $50,000 in grant and loan financing for the Front Ave. Business Improvement Program; and $6,000 in grant financing for the Gaga Pit through the Ward 5 Neighborhood STAR Year-Round Program; and
WHEREAS a waiver to the STAR Guideline in regards to the $1 for $1 matching funds requirement is being recommended; now, therefore be it
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and
THEREFORE BE IT RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
