Comments:  This is $120 EC for multiple violations and $120 PAEC bill

History of Orders on Property:  SPPD executed a search warrant resulting in the arrest of two individuals for possession of marijuana and controlled substances. Yard and driveway full of garbage bags, rubbish, recycling materials, wood, auto body parts, etc.  Four vehicles illegally parked in yard/inoperable. No marked trash containers on site. Inspector issued orders for: garbage hauler; garbage/rubbish; vehicles; and correction notice.  Re-inspection on 3/5/15, there was no change to the property; work orders issued; EC issued.  On 3/20/15, owner called inspector indicating they had trash service w/ WM; inspector verified service and contacted Parks to remove container. Re-inspection on 3/24/15, property was cleaned up, PO had trash service, no vehicles were parked in the yard; one vehicle had not been towed; issued $120 PAEC.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Excessive Use of Inspections or Abatement services billed February 20 to March 20, 2015. (File No. J1507E Assessment No. 158309) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
