Establishing the financing and spending budgets in the Department of Parks and Recreation in the total amount of $2,191,000 for Metropolitan Council Clean Water, Land, and Legacy Amendment projects, detailed below; and accepting the grant funds from the Metropolitan Council through the Clean Water Land and Legacy Amendment funds through the Parks and Trails program.

WHEREAS, City Council is typically requested to approve project grant applications (CF #14-1618) that include preliminary project budget estimates; and

WHEREAS, final grant amounts awarded may be more or less than this original estimate based on a specific formula determined by the Metropolitan Council and adjusted at the time of actual grant award; and

WHEREAS, under the Minnesota Session Laws of 2015 which includes an appropriation to the
Metropolitan Council for Regional Park and Open Space Development grants; the following grants are awarded to the City of Saint Paul:

Great River Passage Division - fund up to $165,000 for operating budget for new division, focus on activating the river through an equity lens. Includes implementation and management of the Great River Passage (GRP) Master Plan, which covers 17 miles and over 3,500 acres of Mississippi River lands in St. Paul. Goals include achieving annual visit increases by underserved demographic groups to GRP regional parks. Equity initiatives include innovative public engagement, areas for cultural activities, training for participation in natural resource based activities, programs, and multi-modal access. Management will include protection and restoration of natural areas, bluffs, and slopes.

Indian Mounds Regional Park - fund up to $123,000 to continue implementation of adopted master plan to include a splash pad (small artistic interactive water feature with year-round interest).
