Approving the modification of Neighborhood Star Program Funds for Charles Avenue Bikeway.

WHEREAS, on January 21, 2015 via Resolution #15-165, a Neighborhood STAR Year Round Program grant of $80,000.00 was awarded to Public Works for major improvements to Charles Avenue.
WHEREAS, the project provides much needed improvements that will make a considerable difference in Wards 1 and 4.
WHEREAS, as this proposal is of substantial community significance, it is the intent of the Mayor and the Saint Paul City Council to waive the Neighborhood STAR Guidelines and adjust the financing of this Neighborhood STAR Program award to allow expenditures between October 1, 2013 and November 1, 2014.
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary documents to implement this Resolution, subject to approval by the City Attorney, and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
