Title

Establishing a 2015 project and budget in the Department of Public Works for the construction of new sidewalks along various street segments throughout the City.

 

Body

WHEREAS, the Department of Public Works is proposing to install new sidewalk along five street segments throught the city that includes:

                     Davern from St. Paul Avenue to Colvin

                     St. Anthony from Western to Ravoux

                     Fifield from Brewster to Como

                     Brewster from Raleigh to Fifield

                     Energy Park Drive from U of M Transitway to Raymond

 

WHEREAS, much of the cost for new sidewalk construction is assessed to adjacent property owners but there are long standing City policies where certain items under new sidewalk construction are not able to be asessed - long side for corner properties and handicap ramps at the intersections, and

 

WHEREAS, the Department proposes to use Prior-Year Street Improvement Bonds (PY SIB) from the 2012 RSVP Program to fund those items that are not assessable under new sidewalk construction, and

 

WHEREAS, construction will be done by the 2015 Sidewalk Contractor already under contract for sidewalk repair work at various locations throughout the City, and

 

WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there are available for transfer of appropriation funds of $290,000, and

 

THEREFORE BE IT RESOLVED by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $290,000 is available for transfer of appropriation in the Capital Improvement Budgets, as heretofore adopted and amended by the Council, be hereby futher amended in the Improvement Budgets in the particulars as specified on the attached financial analysis.
