Approving the preliminary 2016 capital investment bonding priorities.

Body
WHEREAS, the City of Saint Paul supports the following capital investment items as part of its
2016 Legislative Agenda; and

WHEREAS, this list communicates the City of Saint Paul's priorities prior to the June 12, 2015 deadline for submission to the Minnesota Office of Management and Budget; and

WHEREAS, the Kellogg Bridge has been deemed structurally deficient and functionally obsolete and returning this critical artery to full capacity and functionality will improve safety, enhance access to many state and local investments and jobs, continue revitalization of the East Side community, expand the regional transportation network including the Gateway BRT line, and significantly benefit the entire East Metro area;

WHEREAS, the Great River Passage - River Recreation and Environmental Education Center will provide renewed and improved access to the Mississippi River for children, parents, and families from across the Twin Cities, and will help educate current and future generations of students about the history and importance of the river; and

WHERAS, the Seals and Sea Lions exhibit has been a fixture at Como Zoo for more than 50 years; yet due to changing federal regulatory requirements for marine mammals, habitat preservation of the exhibit is needed; and
WHEREAS, the Wakan Tipi Center at the Bruce Vento Nature Sanctuary will be a multi-use public facility and future home of the "Many Paths" interpretive center in honor of the many traditions and cultures represented in the rich cultural history of this area;

Now therefore,


BE IT RESOLVED that the City of Saint Paul lists its preliminary 2016 capital investment priorities as follows:

1. Reconstruction of the Kellogg Bridge $52 million
2. Environmental Learning Center at the Watergate Marina $19.5 million
3. Como Zoo Habitat Preservation Exhibit Renovation...
