Recognizing Gladys Morton for her many years of service to the City of Saint Paul.

WHEREAS, Gladys Agatha Morton was born on May 31, 1925 in Ramsey County to Eli and Christine Preble; and,
WHEREAS, after briefly living in Wisconsin, she moved back to Minnesota in 1953 where she married Russell Morton and they raised their son, Philip; and,
WHEREAS, although Gladys worked as a Payroll Manager for 3M's East Side division for many years, she is best known for her volunteer community service; and,
WHEREAS, Gladys' extensive civic resume includes serving as interim Saint Paul City Councilmember from Ward 7 in 1997, a 23-year member of the Saint Paul Planning Commission (including many years as its chair), a long-time member of the Saint Paul Charter Commission and an Elector for the 2000 Presidential election; and,
WHEREAS, while others may find land use planning and zoning less than fascinating, Gladys is among the city's-and world's-zoning authorities, having served on the Board of Zoning Appeals for 40 years, many of them as its chair, and on the Planning Commission's Zoning Committee for most of those years; and,
WHEREAS, while Gladys served all of the city's neighborhoods, her passion has been for the East Side, leading her to chair the Phalen Corridor EIS Task Force, the White Bear Avenue/3rd Street/Ruth Street Small Area Plan Task Force and the North East Neighborhoods Development Corporation; and,
WHEREAS, Gladys is a kind and generous woman whose greatest joy comes from her husband, Hugh, her granddaughter, Lisette, and her great-granddaughter Elissa; and,
WHEREAS, on the occasion of her 90th birthday, her friends and admirers are gathered to wish her well and celebrate her many years of civic involvement in Saint Paul;
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council congratulates Gladys Morton on the occasion of her 90th Birthday and thanks her for her many years of service to the city.
