Comments:  This is a VB Cat 2 Single Family Dwelling opened on January 14, 2010.  01/08/14: LHO ordered half fee due and to allow all permits - half fee awarded ONLY if work has finished by 7/14/14. Fee process and assessment will occur as normal, and fee adjustment to be handled at LHO after assessment.

8/5/15: matter was laid over to get permits finaled.  Warm-Air, Plumbing & Building Permits remained open.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Vacant Bldg fees billed September 4 to December 18, 2014. (File No. VB1507, Assessment No. 158807 File No. VB1507A, Assessment No. 158823) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council's Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby laid over to July 15, 2015 City Council Public Hearing.  If appellant is done with the repairs, will recommend reducing the VB fee in half ratified and payable in one installment.
