Authorizing the Department of Planning and Economic Development to accept a $177,400 grant from the John S. and James L. Knight Foundation's Knight Cities Challenge and to amend the 2015 financing and spending plan in the City of Saint Paul Department of Planning and Economic Development Grants Fund to reflect the grant plus estimated interest earned on the grant funds advanced.

Body
WHEREAS, the City of Saint Paul has authorized the 8-80 Vitality fund to invest $40 million in infrastructure and other projects designed to promote economic development by increasing activity and vitality on our streets and public spaces throughout the City; and

WHEREAS, the John S. and James L. Knight Foundation wishes to award $177,400 to the City of Saint Paul to fund an 18-month 8-80 Vitality Fellow and stipends for announcement of the award and attendance at the Knight Cities Challenge Awardees Convening; and

WHEREAS, the grant funds will be advanced and interest earned on the grant funds advanced must be used solely for the purpose of the grant; and

WHEREAS, the 8-80 Vitality Fellow would work with staff in the Departments of Planning and Economic Development, Parks and Recreation, and Public Works, as well as community partners, private sector investors, elected officials, and other partners in seeking the full potential of economic growth from streets and public spaces investments; and

WHEREAS, this grant is made as part of the Knight Foundation's Knight Cities Challenge, which seeks to fund new ideas to take hold of the future of the communities in which Knight invests; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of City of Saint Paul, does certify that there are available for appropriation grant funds of $177,400 plus estimated interest earnings of $3,000 in excess of those estimated in the 2015 budget; now, therefore be it
