Title
Amending the financing and spending budgets in the Department of Public Works in order to fully fund the proposed improvements along Snelling Avenue from Selby Avenue to Pierce Butler Route (originally approved on Council File RES 15-87).

Body
WHEREAS, the Department of Public Works has entered into a Cooperative Construction Agreement No. 07518 with the Minnesota Department of Transportation for proposed improvements along Snelling Avenue between Selby Avenue and Pierce Butler Route that was approved on Council File #14-452, and

WHEREAS, Mn/DOT recently opened bids for the project and the bid amount being proposed for award is higher than the estimated amount included in the agreement for the City cost share, and

WHEREAS, an additional $300,000 is needed from the City in order to fully fund all of the improvements being proposed along Snelling Avenue, and

WHEREAS, the proposed improvements are eligible to be funded with MSA financing and there is available budget in the 2015 MSA Contingency Project, and

WHEREAS, in addition to the work being done under the Mn/DOT contract, City Forces will also be doing work on the project under a separate Force Account Agreement whereby Mn/DOT will be paying the City for work done under the agreement, and

WHEREAS, the Mn/DOT financing under the Force Account Agreement needs to be added to the capital budget as a financing source to the project, and

WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there are available for transfer, funds of $300,000 in the Capital Improvement Budgets, and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charters of the City of Saint Paul, does certify that there are available for appropriation, funds of $1,014,854 in the Capital Improvement Budgets, so
