Recommended License Conditions
1. Per City of Saint Paul Legislative Code 411.02, the definition of Entertainment A is, "Amplified or non-amplified music and/or singing by performers without limitation as to number, and group singing participated in by patrons of the establishment." (includes karaoke). Entertainment A license does not allow for patron and/or performance dances.
2. Prior to use of the second floor for any business activity, licensee shall provide a detailed floor plan of that level, drawn to scale and dimensioned, that illustrates how the space will be used. No use of the second floor space is allowed until plans for the intended use are approved by DSI.
3. The licensee will limit requests for outdoor extensions of service to four per year.
4. Licensee will apply for outdoor event licenses at least three weeks in advance. Notice of the license application will be provided to the District Council at least three weeks prior to the event.
5. Outdoor extensions of service will be limited to eight hours duration and will be permitted only until 9:00PM Sunday through Thursday and 11:00PM on Friday and Saturday.
6. Licensee will provide notice of outdoor extensions to all neighbors within a one block radius of the establishment. Notices will be written in Spanish, Hmong, and English.
7. The doors to the establishment will be closed at all times that amplified music is playing.
8. Licensee shall close the establishment no later than 1:00 a.m. on Sunday, Monday, Tuesday and Wednesday. The establishment may remain open until 2:00 a.m. on Thursday, Friday, and Saturday. The licensee shall ensure that all customers/patrons have left the premises (including the parking lot area) no later than thirty (30) minutes after the establishment has closed.
9. The license holder shall maintain video surveillance cameras inside and outside the establishment with adequate lighting, as approved by the Saint Paul Police Dept.(SPPD). The video recordings shall be kept by the license holder for at least thirty (30) days and shall be available for viewing by the SPPD immediately upon request. In addition, if the SPPD responds to a call at, or in the vicinity of the licensed premises, and requests that a copy of the surveillance footage, the license holder shall have technology available to make the copy at the time of the request and shall provide it to the Police without delay. In other cases, if the SPPD or the Dept. of Safety and Inspections (DSI) requests copies of the surveillance tapes, licensee shall provide a copy within 48-hour.
10. The license holder shall provide a minimum of two uniformed security guards between the hours of 9:00 P.M. and 2:30 A.M. or until all patrons have left the premises (including the parking lot area) whichever is later on Friday and Saturday or whenever entertainment is provided. Security shall verify the age of patrons by checking state or federally issued identification cards (No entrance permitted without photographic identification). Customers re-entering the establishment shall be subject to the same security measures as customers entering the establishment for the first time. Security personnel shall not fraternize with patrons and will be responsible for both the interior, and exterior of the premises. The license holder or security shall immediately notify police of any individuals engaging in unlawful behavior or suspected unlawful behavior.
11. There shall be no patron(s) admitted to the inside of the establishment after 12:30 A.M. Sunday thru Wednesday and 1:30A.M. Thursday through Saturday. The licensee shall ensure that all customers/patrons have left the premises (including the parking lot area). Any patrons leaving the establishment after these times shall not be re-admitted to the inside for any reason.
