Pertaining to an agreement with the Board of Regents of the University of Minnesota to provide further investigation of microbial communities in water mains and their possible link to pipe failure.
 
 
Body
WHEREAS, the Board of Water Commissioners entered into an agreement with the Board of Regents of the University of Minnesota (the "University") dated January 8, 2013 to provide a study through its graduate student engineering program of microbial communities in water mains and their possible link to main deterioration and failure, at a cost not to exceed $176,462; and
 
WHEREAS, the University faithfully complied with all requirements and conditions of that agreement and provided the study at the not to exceed cost; and
 
WHEREAS, results of the study revealed that additional studies are required in order to determine the most cost effective distribution operation and pipe rehabilitation planning; and
 
WHEREAS, staff did solicit a proposal dated December 1, 2014 from the University to provide for such additional studies through its graduate student engineering program at a cost not to exceed $179,873.89; and
 
WHEREAS, the Board desires to enter into an agreement with the Board of Regents of the University of Minnesota to provide for such additional studies described in said proposal; now, therefore, be it
 
RESOLVED, that the Board of Water Commissioners hereby requests that City of Saint Paul Contracts and Analysis draft an agreement with the Board of Regents of the University of Minnesota to provide a study of microbial communities in water mains, as described in the University's proposal of December 1, 2014 and at a cost not to exceed $179,873.89, and to include all terms and conditions as may be required; and be it
 
FURTHER RESOLVED, that the proper officers of the Board are hereby authorized and directed to execute said agreement following approval by the assistant city attorney.
