Date/Time of 1st LH: March 24, 2015 at 11:00 a.m.  
Purpose of Appeal: I am the victim of illegal dumping - my property is at the end of a dead end alley. It is a convenient place for scoff-laws to dump. They piled their junk up against my shed! I cleaned out the house on Nov. 1, 2014 after winning an eviction complaint. I rented a dumpster from Vasko Roll-offs and paid him $532. The house was basically vacant from that date except for my handy man who stays downstairs. The Fire Inspector George Niemeyer was there after this date and can attest to my cleaned out house claim. All this junk is from some outside party. It did not come from my house, nor did I put it there. Leo Reck.

WHEREAS, in the matter of Appeal of Leo Reck to a Summary Abatement Order at 1119 SIXTH STREET EAST, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant;
 
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant an extension until March 17, 2015 for owner to come into compliance with half of the garbage (smaller items: overflowing container, debris, garbage in side and rear yard, garbage in bagster); Public Works will be responsible for taken care of the bigger items (furniture, sofas, cushions, chairs/seats, wood cabinets); Now, Therefore, Be It
 
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
