Title
Amending the financing and spending budgets in the Department of Public Works by adding $1,403,913 of MSA into the 2015 MSA Contingency Project known as SU-6600818 and approved on Council File PH 14-24.
 
Body
WHEREAS, the Department of Public Works received notice from Mn/DOT Office of State Aid that the Municipal State Aid funding allocated to the City of Saint Paul from the Highway Users Fund in 2015 is $12,034,481, and
 
WHEREAS, this is a 11.5% increase from the amount the city received in 2014 which was $10,661,893, and
 
WHEREAS, the reasons cited for the increase include a reimbursement to the Highway Users Fund from the Statewide Disaster Relief Fund; the increase in gas consumption, and a positive effect realized by Saint Paul as a result of the recent changes made to how a city calculates its 'Needs' apportionment, and  
 
WHEREAS, this increase in MSA funding will allow Public Works to increase its MSA capital program in 2015 from $7,432,000 to $8,835,913, and
 
WHEREAS, this additional $1,403,913 of MSA will be added to the 2015 MSA Contingency project in order to be used on capital projects that are eligible to be funded with MSA financing, and
 
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $1,403,913 in the Capital Improvement Budgets; so
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $1,403,913 is available for appropriation in the Capital Improvement Budgets, as heretofore adopted and amended by this Council, be hereby further amended in the Improvement Budgets in the following particulars:
