Approving the 2014-2015 Emergency Solutions Grant Fund recipients.
Body
WHEREAS, on January 12, 1988, the Council of the City of Saint Paul ("City") approved the procedures to allocate the Emergency Solutions Grant Program ("ESG") funds, formerly known as the Emergency Shelter Grant Program, given to the City by the U.S. Department of Housing and Urban Development ("HUD"); and
WHEREAS, during January 2015, the City issued a Request for Proposals for the ESG Year 2014-2015 which invited eligible nonprofit organizations to submit proposals to use ESG funds to serve Saint Paul homeless residents; and
WHEREAS, the 2014-2015 budget for the ESG funds received by the City from HUD is $541,808; and
WHEREAS, in accordance with the approved procedures, the Emergency Solutions Grant Review Committee was consulted about the 2014-2015 ESG grant requests, and based upon the review of the Committee and city staff, the following organizations are now being recommended for funding in the funding amounts as noted in the attached Budget Analysis:
1. Ain Dah Yung 2. Breaking Free 3. Catholic Charities - Dorothy Day Extended Hour Program 4. Catholic Charities - Dorothy Day Rapid Rehousing Program 5. Catholic Charities - Family Service Center 6. Catholic Charities - Listening House 7. Emma Norton Residence 8. Face to Face - SafeZone Resource Center for Youth 9. The Family Place 10. Hmong American Partnership 11. Lutheran Social Services - Safe House for Teens 12. Minnesota Assistance Council for Veterans 13. Neighborhood House - East Side Family Center 14. Saint Paul Area Council of Churches - Project HOME 15. Southern Minnesota Regional Legal Services - Project HOPE 16. The Salvation Army - Booth Brown House 17. Theresa Living Center 18. West Side Community Health Services - House Calls 19. Wilder Foundation Research Center 20. YWCA Saint Paul Transitional Housing Program 21. Ramsey County 22. PED Administration
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Saint Paul accepts and approves these recommendations for the expenditures of the Emergency Solutions Grant funds; and
BE IT FURTHER RESOLVED that the City Council authorizes the appropriate City staff to execute contracts with the abovementioned organizations in accordance with city, state, and federal regulations; and
BE IT FURTHER RESOLVED that the City Council authorizes the appropriate City staff to make budget adjustments as necessary to recognize the existing unspecified contingency; and
BE IT FINALLY RESOLVED that upon the recommendations of the Mayor, the City Council adopts these changes to the 2014-2015 ESG budget at noted in the attached Budget Analysis.
