Calling on the Minnesota Legislature to pass a law allowing Saint Paul the ability to prohibit the use of air compression engine brakes (also known as jake brakes) on all city freeways, highways, and streets.

Whereas, residents of the City of Saint Paul have registered complaints with their City Councilmembers about the practice of using  compression release engine brakes (also known as jake brakes) to slow down large trucks; and
Whereas, this practice seems to be most pronounced on the freeways and controlled access state trunk highway in and through Saint Paul; and
Whereas, the use of a compression release engine brake (jake brake) turns a power-producing engine into an air compressor, making a very loud and distinctive staccato noise; and
Whereas, according to one manufacturer of compression release engine brakes, the decibel level is between 96 and 100 decibels.  As a comparison, in Saint Paul our rock concerts are limited to 85 decibels; now therefore
Be it resolved, that the Saint Paul City Council calls on our city delegation at the Minnesota Legislature to sponsor and work to pass legislation that would allow the City of Saint Paul to prohibit the use of air compression engine brakes (jake brakes) on all city freeways, highways, and streets.
