Amending Civil Service Rule 14 to reflect the changes negotiated in collective bargaining to remove Promotion Rights to any position within the Classified Confidential Employees Association, Professional Employees Association, Operating Engineers Local 70, Machinists, Manual and Maintenance Supervisors Association, Saint Paul Supervisors Organization, and Tri-Council.

WHEREAS, Rule 14 of the Saint Paul Civil Service Rules establishes promotion requirements and, when read in conjunction with Rule 7 (Eligible Lists), Rule 2 (Definitions), and Rule 8.A.3 (Filling Vacancies), defines promotion rights for employees into select positions in the classified service; and
WHERAS, through the collective bargaining process, six employee unions have negotiated to eliminate promotional rights for employees and titles within their union. The six unions and effective date for the promotional rule elimination are as follows: Classified Confidential Employees Association, 01/01/2013; Professional Employees Association, 01/01/2015; Operating Engineers Local 70, 12/15/2014; Machinists, 01/01/2015; Manual and Maintenance Supervisors Association, 12/19/2014; Saint Paul Supervisors Organization, 01/01/2014; and Tri-Council 02/20/2015. NOW THEREFORE BE IT RESOLVED, pursuant to the authority granted in Section 12.06 of the Saint Paul City Charter, the City Council hereby approves and amends Civil Service Rule 14.01 as follows:

Any appointment from a classified position to any other classified position except to Parking Enforcement Officer, Community Liaison Officer, Fire Medic Cadet, any positions within the sworn Police and Fire Fighting groups, and to any positions within the Non-Represented Management and Legislative Group, Classified Confidential Employees Association, Professional Employees Association, Operating Engineers Local 70, Machinists, Manual and Maintenance Supervisors Association, ...
