History of Orders on Property:  11-13-14 NOTICE TO REMOVE SNOW & ICE FROM PUBLIC SIDEWALK, RESULTING IN WORK ORDER - THE INSTANT CASE;  2-10-14  NOTICE TO REMOVE SNOW & ICE FROM PUBLIC SIDEWALK, RESULTING IN FEE FOR EXCESSIVE CONSUMPTION SINCE THERE WERE THREE VISITS IN 12 MONTH PERIOD.  NUMERIOUS NOTICES IN 2013 FOR TALL GRASS AND WEEDS FOR BOTH  1169 AND 1173 ADDRESSES.  HISTORY OF VIOLATIONS ON THESE PROPERTIES GOING BACK TO 2008, BUT OWNERS HAVE REPORTEDLY NOW HIRED A CONTRACTOR TO MAINTAIN THESE VACANT LOTS.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Property Clean Up services during November 3 to 26, 2014. (File No. J1506A, Assessment No. 158505) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
 
WHEREAS, the City Council's Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
 
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
 
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
