Granting approval to submit the 2015 Regional Parks and Trails Capital Improvement Plan request to the Metropolitan Council.

Body
WHEREAS, the City of Saint Paul performs significant services for citizens of the Metropolitan area and all Minnesota residents through its ownership and operation of Regional Parks and Trails; and

WHEREAS, the City supports and will continue to support the cooperative efforts of the State of Minnesota, Metropolitan Council, and Regional Park Implementing Agencies, to provide resources for the betterment of the Regional Parks and Trails system; and

WHEREAS, Metropolitan Council is requesting $7 million in State bonds to match $4.66 million of Metropolitan Council bonds to improve and expand the Metropolitan Regional Park System for consideration in a 2015 Governor's Capital Budget Bill; and

WHEREAS, St. Paul's share of this assumed amount is a percent share based on a formula that allocates 70% for each Implementing Agency's share of the metro population, and 30% for each Implementing Agency's share of non-local visits it hosted; and

WHEREAS, such Metropolitan Council Regional Park and Trail funds can be used only for facilities of statewide or regional significance,and include development and redevelopment of such amenities as trails, playgrounds, picnic areas, natural areas, overlooks and support items; and

WHEREAS, this request is based on distributing State and Metropolitan Council bonds as subgrants to regional park implementing agencies for each agency's unfunded portion of the 2014-15 Metropolitan Regional Parks Capital Improvement Program (CIP). Those projects are shown in the following Table; and

WHEREAS, the City of Saint Paul Parks and Recreation Department will administer the granted funds; now, therefore, be it
