1. Approval of the December 10, 2014 HRA Meeting Minutes.
Commissioner Stark moved approval. The HRA meeting minutes were approved.

PUBLIC HEARINGS

2. Approval of the Sale and Conveyance of Parcel 662 Cottage Avenue, under the Inspiring Communities Program, Payne-Phalen, District 5, Ward 6.
Mr. Jonathan Sage-Martinson, HRA Executive Director, stated this home was built in the late 1800’s and recently renovated by the City.
Commissioner Bostrom stated he was pleased that this house was preserved and so beautifully renovated.
Chair Brendmoen announced the public hearing. Commissioner Bostrom moved approval. Approved as set forth in RES PH 15-16.

DISCUSSION
3. Resolution Approving the Issuance and Sale of a Conduit Health Care Revenue Refunding Bond, Series 2015 and Authorizing the Execution of Documents Relating thereto (Gillette Children’s Specialty Healthcare Project).
Mr. Sage-Martinson stated this is a refunding bond of up to $10 million to Gillette Children’s Specialty Healthcare originally issued in 2010. This would serve to help Gillette lower their financing costs.
Commissioner Thao moved approval. Approved as set forth in RES 15-120.

4. Resolution Approving and Authorizing Execution of Assignment and Assumption of HOME and CDBG Loans from Ramsey Hill Limited Partnership to Community Housing Development Corporation District 7, Ward 1.
Mr. Sage-Martinson stated this involves a $250,000 HOME loan and a $690,000 CDBG loan approved in 1996 and facilitates Community Housing Development Corporation taking over ownership and management of the property.
Commissioner Thao moved approval. Approved as set forth in RES 15-123.
