Title
Establishing a financing and spending plan in the Department of Parks and Recreation in the amount of $271,000 to recognize funding from a Metropolitan Council Recreation Open Space Development grant to continue the Lilydale Regional Park project, and authorizing the appropriate City officials to enter into the grant agreement.

Body
WHEREAS, the Metropolitan Council is authorized by Minnesota Statutes section 473.301 et seq. to make grants to eligible governmental units situated wholly or partly within the metropolitan area for the purpose of development of regional recreation open space in accord with the Council's Recreation Open Space Policy Plan; and

WHEREAS, the Department of Parks and Recreation applied for (CF 11-1368) and has received $271,000 for Lilydale Regional Park's continued construction of roadway and parkway, trails, picnic shelter, environmental remediation, habitat restoration, infrastructure, and related items; and

WHEREAS, it is the intention of the Department of Parks and Recreation to establish a financing and spending plan in the 2014 Capital Improvement Budget for said Metropolitan Council grant; and

WHEREAS, Parks and Recreation will provide construction management and implementation
services for the project; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $271,000 in excess of those estimated in the 2014 Capital Improvement Budget; now, therefore, be it

RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $271,000 is available for appropriation in the 2014 Capital Improvement Budget, and said 2014 budget, as heretofore adopted by Council, is hereby further amended as outlined in the attached Financial Analysis.
