Pertaining to an Agency Agreement with Northern States Power Company, d.b.a. Xcel Energy, providing for reimbursement of costs to replace water facilities in St. Albans Street and Sherburne Avenue in Saint Paul.

WHEREAS, Northern States Power Company, d.b.a. Xcel Energy (“NSP”) intends to let a contract for the replacement of natural gas facilities in St. Albans Street and Sherburne Avenue in the city of Saint Paul as part of its East Metro Pipeline Replacement Project; and
WHEREAS, the Board of Water Commissioners of the City of Saint Paul (the “Board”) owns and operates certain water facilities within close proximity of said gas facilities, much of which would qualify for replacement in the near future; and
WHEREAS, NSP and the Board recognize that performing the replacement of said gas and water facilities at the same time and by the same contractor would result in cost savings in the areas of excavation, restoration, permitting and inspection, and also a reduction in the amount of neighborhood disruption; and
WHEREAS, NSP and Board staff have negotiated and drafted an agreement which provides for NSP’s contractor to perform said water facilities replacement in conjunction in said manner as part of NSP’s East Metro Pipeline Replacement Project, with the Board to reimburse NSP the costs associated with said replacement at an estimated cost of $1,870,000; and
WHEREAS, said agreement has been reviewed and approved by the assistant city attorney; now, therefore, be it
RESOLVED, that the agreement between the Board of Water Commissioners of the City of Saint Paul and Northern States Power Company, d.b.a. Xcel Energy, for reimbursement of costs associated with the replacement of certain water facilities in St. Albans Street and Sherburne Avenue in the city of Saint Paul as part of the East Metro Pipeline Replacement Project is hereby approved, and that the proper officers are hereby authorized and directed to execute said agreement on behal...
