Requesting that Ramsey County revise the speed limit on Marshall Avenue between Snelling Avenue and Lexington Parkway from 35 to 30 mph.
Body
WHEREAS, Marshall Avenue between Snelling and Lexington is designated as County State Aid Highway 35 and is under the jurisdiction of Ramsey County; and
WHEREAS, Bike Lanes were installed on Marshall Avenue between Snelling and Lexington in 2014 as part of an Ramsey County mill and overlay project; and
WHEREAS, Minnesota Statute 160.263 Subd. 4. states that "the governing body of any political subdivision
may designate a safe speed for any street or highway under its authority upon which it has established a bicycle lane; provided that such safe speed shall not be lower than 25 miles per hour; and
WHEREAS, Marshall Avenue between Snelling and Lexington is posted for a 35 miles per hour speed limit; and
WHEREAS, Ramsey County is the governing authority over Marshall Avenue between Snelling and Lexington; and
WHEREAS, The City of Saint Paul believes that a reduction of speed limit on Marshall Avenue to 30 miles per hour is in the best interest of all users of the roadway; now, therefore, be it
RESOLVED, that the City Council hereby requests that Ramsey County revise the speed limit on Marshall Avenue between Snelling and Lexington from 35 miles per hour to 30 miles per hour.
