Authorizing the City of Saint Paul to accept funds from the Ramsey County Public Entities Innovation Grant and to enter into a grant agreement.
Body
WHEREAS, the City of Saint Paul (the "City") is committed to making Saint Paul one of the most sustainable cities in the United States; and
WHEREAS, the City and its partners has provided a high quality, innovative, and cost-effective recycling program for over 25 years; and
WHEREAS, the service contract with the City's current recycling collection vendor expires December 31, 2016; and
WHEREAS, to continue this high level of performance, the City must develop a RFP that embodies innovative program objectives and calls for services that are fiscally and environmentally responsible; and
WHEREAS, the City has applied for a $100,000 grant from Ramsey County, under the FY 2014-2015 Public Entity Innovation Grant; and
WHEREAS, the City will hire a consultant to assist in the development of an request for proposals (RFP) for recycling and source separated organics collection and/or processing services. In addition, a small portion of the grant funds is requested to provide financial assistance for education and outreach related to changes in city services; and
WHEREAS, the consultant will also assist with evaluating RFP responses which will enable the City to award a contract to a vendor(s) that will provide quality and innovative services to address changing demographics, physical infrastructure challenges, and significant multi-unit dwelling collection system needs; and
WHEREAS, Ramsey County requires that the City enter into a grant agreement with Ramsey County that identifies the terms and conditions of the funding award; and
NOW, THEREFORE, BE IT RESOLVED, that upon notification of approval of the Public Entity and Innovation Grant from Ramsey County, the City Council of the City of Saint Paul authorizes that, Mayor Chris Coleman, Chief Executive Officer of the City of Saint Paul, is hereby authorized a...
