Authorizing the Department of Parks and Recreation to apply for grant funding to develop an Archery Range program.

Body
WHEREAS, the Minnesota Department of Natural Resources created the Public Parks and Recreation Archery Range Development Grants Program in 2014 to assist city, county, and regional recreation and park agencies in supporting Minnesota’s growing interest in archery; and

WHEREAS, St. Paul Parks and Recreation has had an increase in the number of requests for the City’s park system to have archery is available as a recreational opportunity; and

WHEREAS, St. Paul Parks and Recreation has twenty-four (24) recreation centers throughout the City which could benefit by offering archery programs to youth, adults, seniors and adaptive recreation participants and wholly take advantage of an archery range within the park system; and

WHEREAS, St. Paul Parks and Recreation has a longstanding partnership with the DNR and this grant opportunity would provide the required start-up costs for the City to initiate the development of an outdoor, ADA accessible archery range available for recreation programs, and open to the public to be located at 1200 Warner Rd. within the area designated as The Great River Passage and commonly referred to as “Pig’s Eye” park; and

WHEREAS, the Department of Parks and Recreation would like authority to apply for a grant through the Public Parks and Recreation Archery Range Development Grants Program; and

WHEREAS the Department of Parks and Recreation Services has spending authority to support these types of outdoor activites as matching funds in the amount of $5,000; now, therefore, be it

RESOLVED, that the City Council authorizes the St. Paul Parks and Recreation Department to apply for the maximum grant amount of $10,000, that if accepted, will be used for the development of an archery range that will open to the public by June 30, 2015 in accordance with the grant requirements, and furhter authorizes the appropri...
