Authorizing the Department of Parks and Recreation to enter into an agreement with the State of Minnesota to accept payment to assist with Emerald Ash Borer detection and dispersal.
 
Body
WHEREAS, Minnesota Statute ยง471.59 authorizes governmental entities to jointly exercise governmental powers and functions; and
 
WHEREAS, the State of Minnesota, through its Department of Agriculture, wishes to engage the assistance of the City of Saint Paul, through its Department of Parks and Recreation's Forestry Unit, to assist with two Department of Agriculture projects looking at detection of the ash tree pest, Emerald ash borer (EAB), and dispersal of wasps that parasitize this pest; and
 
WHEREAS, both such agreements will allow the City to proceed with the sampling, removal and disposal and other related work under these agreements and
 
WHEREAS, both agreements together will reimburse the City a total up to $32,500 for all such work; and
 
WHEREAS, such intergovernmental agreements must be first authorized by the governing bodies of the participating entities; now therefore, be it
 
RESOLVED, THAT THE Saint Paul City Council hereby authorizes the proper City authorities to enter into the attached Agreements with the State of Minnesota to allow sampling and removal of ash trees and stumps, and other associated work, that will assist the Department of Agriculture  and benefit the City of Saint Paul in its management of EAB.
