Legislative Hearing Staff Comments
1/22/15:  This was a no show for both legislative and council public hearings.  Therefore, the assessment was ratified.  Sandy Jacobs, representing Update Company LLC contacted the Ward 4 Office to ask for additional consideration.  I reviewed the file, and also RC tax records and determined the building was sold 8/5/14 and the abatement order was sent on 8/6/14 to the previous owners.  Therefore the owner of record did not receive proper notice and I am changing my recommendation, which is reflected in the proposed amendment language in the resolution.  (Version 3 in Legistar)  -Moermond

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Property Clean Up services during August 1 to 29, 2014. (File No. J1502A, Assessment No. 158501) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council's Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment deleted.
