Approving the use of Neighborhood STAR Year-Round Program Funds (Wards 1 & 7) for the St. Paul Domestic Abuse Intervention Project.

WHEREAS, on October 8, 2014 the Neighborhood STAR Board reviewed a proposal from the St. Paul Domestic Abuse Intervention Project to utilize a $23,00 grant in Year-Round STAR Program funds for building improvements; and,
WHEREAS, the Neighborhood STAR Board rated this project 4.7 on a scale from 1 (low) to 5 (high); and,
WHEREAS, the YEAR-Round STAR Program funds will be used by the St. Paul Domestic Abuse Intervention Project to assist approximately 5,400 victims of domestic abuse each year making a significant difference to neighborhoods across the city; and,
WHEREAS, because this proposal is of substantial community significance, a waiver of the STAR Guidelines regarding the required one-to one match of total STAR grant dollars for each Year-Round STAR Loan Program project is recommended; and,
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of this activity by providing a $23,000 grant through the 2014 Neighborhood STAR Year-Round Program;
NOW, THEREFORE BE IT RESOLVED, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FURTHER RESOLVED, that the City Council hereby waives the requirement for a one-to one match of grant dollars provided by the STAR program; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
