Title
Amending the financing and spending budgets in the Department of Public Works in order to fully fund the Western Avenue Streetscape Improvements Project known as SU-0702643 and approved in Council File PH 12-22.

Body
WHEREAS, the Department of Public Works is in the process of awarding a contract for the Western Avenue Streetscape Improvements Project that was approved by Council as part of the 2013 capital budget process, and

WHEREAS, the bid amounts received came in higher than the engineer's estimate for the project due in large part to the project being estimated back in 2008 prior to the application of Federal funds, and

WHEREAS, some design elements were added to the project that were not in the original estimate involving the reconstruction of the street in addition to the streetscape elements, and

WHEREAS, the Department of Public Works proposes to use available Municipal State Aid (MSA) budget from the Maryland @ Payne Intersection Widening Project and the balance from the 2014 MSA Contingency in order to get the project fully funded and constructed for a total transfer of MSA of $901,395, and

WHEREAS, there will be additional assessments collected over the original budget amount of $121,578, and
WHEREAS, there will be SPRW's financing for water main work of $131,000, and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available new appropriations of $252,771, and
WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there are available for transfer, funds of $901,395 in the Capital Improvement Budgets; so
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $252,771 is available as new appropriation and that $901,395 is available for transfer in the Capital Improvement Budgets, as heretofore a...
