Title
Amending the financing and spending budgets in the Department of Public Works in order to fully fund the Ford Parkway Sidewalk Reconstruction project approved in Council File 12-191.
 
Body
WHEREAS, the Department of Public Works has a contract in place to reconstruct the sidewalks along Ford Parkway and additional funding is needed to complete the work, and
WHEREAS, the original budget had identified assessment financing for the installation of above standard 'black ice colored' sidewalk that was being proposed on the project, and  
 
WHEREAS, at some point during the design process the business community decided not to pursue installing the above standard sidewalk so the proposed assessments were no longer a financing option but remained in the project budget in order to award a contract and begin the work, and
WHEREAS, the elimination of the assessment financing and some additional bid item quantity increases have created the need to add MSA budget to the project to cover all costs of the project, and
 
WHEREAS, the Department of Public Works proposes to use available MSA budget from the 2014 MSA Contingency Program in order to get the project fully funded and constructed, and
 
WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there are available for transfer, funds of $250,000 in the Capital Improvement Budgets; so
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $250,000 is available for transfer in the Capital Improvement Budgets, as heretofore adopted and amended by this Council, be hereby further amended in the Improvement Budgets in the following particulars:
