Approving adverse action against the Wine On Sale and Malt On Sale (Strong) licenses held by Saykham Sengmavong, d/b/a Family Lao-Thai Restaurant at 501 University Avenue West.

WHEREAS, the Wine On Sale and Malt On Sale (Strong) licenses held by Saykham Sengmavong d/b/a Family Lao-Thai Restaurant (License ID #0022082) for the premises located at 501 University Avenue West in Saint Paul, were the subject of a Notice of Intent to Suspend Licenses dated August 12, 2014, stating the licensee submitted a liquor liability insurance certificate with a lapse in coverage from June 29, 2014 through July 17, 2014;
WHEREAS, per Saint Paul Legislative Code ยง 409.26 (b)(12), the licensing office recommended a ten (10) day suspension of the Wine On Sale and Malt On Sale (Strong) licenses; and
WHEREAS, the licensee did not respond to the Notice of Intent to Suspend Licenses to request a public or administrative hearing; and
WHEREAS, the Notice of Intent to Suspend License stated that if the licensee failed to request a public or administrative hearing by August 22, 2014, that the matter would be placed on the consent agenda to impose the recommended penalty; now, therefore, be it
RESOLVED, the Wine On Sale and Malt On Sale (Strong) licenses held by Saykham Sengmavong d/b/a Family Lao-Thai Restaurant are hereby suspended for ten (10) days beginning at 12:00 a.m. on Wednesday, October 1, 2014 and ending at 12:00 midnight on Friday, October 10, 2014.
