Title
Authorizing the Department of Planning and Economic Development to apply for and accept a grant in the amount of $13,000, entering into agreement with the Minnesota Historical Society, and amending the 2014 budget to hire a consultant to complete phase I text amendments to Chapter 73 of the City's Legislative Code, Heritage Preservation Commission.
 
Body
WHEREAS, the Department of Planning and Economic Development applied for a Certified Local Government grant for $13,000 to complete phase I text amendments to Chapter 73 of the City's Legislative Code that establishes the Heritage Preservation Commission and outlines it's responsibilities for safeguarding the heritage of Saint Paul; and
    
WHEREAS, the Historic Preservation Chapter of the City's Comprehensive Plan makes recommendations to revise and update the historic preservation ordinance under HP1.1, HP1.2 and HP1.3; and
 
WHEREAS, Section II.D. of the said Grant Agreement contains an indemnity section requiring the City of Saint Paul, as grantee, to indemnify, save and hold harmless from any and all claims or causes of action arising from the City's performance of the project underwritten by the Grant funds, the Minnesota State Historical Society and the United States Department of the Interior and the Council hereby acknowledges and authorizes the  indemnification of the State Historical  Society and the Department of the Interior; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that $13,000 in funds are available for appropriation in excess of those estimated in the 2014 budget and recommends the changes to the 2014 budget identified on Attachment A:
 
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Saint Paul accepts this grant and approves the changes identified on Attachment A to the 2014 budget.
