Approving adverse action against the Taxicab Driver (Provisional) license application submitted by Brooke Francis Nordstrom.

WHEREAS, the Taxicab Driver (Provisional) license application submitted by Brooke Francis Nordstrom (License ID #20140001623) for the City of Saint Paul was the subject of a Notice of Intent to Deny License dated July 10, 2014, stating the licensee was convicted on July 14, 2011 in Anoka County of Misdemeanor Disorderly Conduct-Brawling or Fighting; in violation of Minn. Stat. § 609.72.1 (1); and
WHEREAS, at the time of his license application on June 11, 2014, the licensee had been discharged from probation for the Anoka County conviction on January 11, 2013; and
WHEREAS, a further check of the license applicant's criminal history found numerous felony convictions in Scott County, Crow Wing County and Hennepin County; and
WHEREAS, based on this information, the licensing office recommended license denial per Saint Paul Legislative Code § 376.16 (e) (4) (a) and Saint Paul Legislative Code
§ 310.06 (b) (6) (c); and
WHEREAS, the licensee did not respond to the Notice of Intent to Deny License to request a public or administrative hearing or withdraw his license application; and
WHEREAS, the Notice of Intent to Deny License stated that if the licensee failed to request a public or administrative hearing or withdraw his license application by July 21, 2014, that the matter would be placed on the consent agenda to impose the recommended penalty; now, therefore, be it
RESOLVED, that the Taxicab Driver (Provisional) license application submitted by Brooke Francis Nordstrom is hereby denied.
