Adopting the Harriet Island to South Saint Paul Regional Trail Master Plan and authorizing the submission of said Master Plan to the Metropolitan Council for review and approval.
Body
WHEREAS, the City of Saint Paul, Department of Parks and Recreation, has developed a Master Plan for the creation of a bicycle and pedestrian trail connection from Harriet Island to Kaposia Landing Park in South Saint Paul; and
WHEREAS, creation of a trail between Saint Paul and South Saint Paul is included in the community supported and City Council adopted Great River Passage Master Plan; and
WHEREAS, the Department of Parks and Recreation worked together with the Public Works Department, the Saint Paul Port Authority, the Metropolitan Airports Commission (M.A.C.), the City of South Saint Paul, and Dakota County, to develop the Harriet Island to South Saint Paul Regional Trail Master Plan; and
WHEREAS, the Council of the City of Saint Paul in Resolution 11-1352 authorized the Department of Parks and Recreation to jointly, with Dakota County and South Saint Paul, apply for a Surface Transportation Program (STP) grant to; and
WHEREAS, Saint Paul, together with Dakota County and South Saint Paul, was awarded a $5.5M grant to help fund the construction of the Harriet Island to South Saint Paul Trail in 2017; and
WHEREAS, the Saint Paul Planning Commission has reviewed the plan and with the recommendation of the Transportation Advisory Committee, passed a resolution on May 3, 2013, recommending the Mayor and City Council approve and adopt this plan; and
WHEREAS, the Saint Paul Parks Commission has reviewed the Master Plan and on May 8, 2013 passed a resolution recommending that the Mayor and City Council adopt the plan; and
WHEREAS, Dakota County Commission adopted a resolution on July 15, 2013 in support of the Harriet Island to South Saint Paul Regional Trail Master Plan; now, therefore, be it
