1.      Approval of the June 25, 2014 HRA Meeting Minutes.

Commissioner Tolbert moved approval. The HRA meeting minutes were approved.

2.      Authorization to Approve the Sale and Conveyance of Parcels Located at 655 Wells Street, 659 Wells Street, 679 Wells Street, 683 Wells Street, 691 Wells Street, 695 Wells Street, and Authorization to Approve the Expenditures for the Wells Street Redevelopment, Under the Inspiring Communities Program, Payne-Phalen, District 5, Ward 6.

Ms. Kit Hadley, Interim Executive Director for the HRA, stated this project deals with the Wells Street Redevelopment project which includes the construction of seven single family homes on a block with a concentration of vacant and blighted homes. The block is adjacent to John A. Johnson Achievement Plus Elementary and is one block north of the Payne/Phalen Gateway. The new homes will have three to five bedrooms with expansion space available in the basement, two car garages, and 1.5 - 2 bathrooms. Four homes can only be sold to households at or below 80% area median income. The other three homes will be available to households at or below 120% area median income. It is expected the new homes will generate $1,500 of new taxes per home. The total development cost for this project is just over $2.2 million, of which $902,000 is subsidy. Dayton's Bluff will receive $842,000 of subsidy funded by the DWPB and $60,000 in the form of a land write-down and a grant from DEED of $237,500.

Chair Brendmoen announced the public hearing. There being no testimony, Commissioner Bostrom moved approval. Approved as set forth in RES PH 14-189
