Authorizing the City of Saint Paul, Department of Parks and Recreation, to apply for, and if awarded, execute contracts and grant agreements for a Minnesota State Arts and Cultural Legacy Grant through the Minnesota Historical Society (MHS) Historical and Cultural Heritage program, for the Como Park Historic Streetcar Bridge Railing project.

Body
WHEREAS, Department of Parks and Recreation, was successful in obtaining a Federal Transportation Enhancement Grant for interpretive site development and partial restoration of the Como Park Historic Streetcar bridge; and

WHEREAS, the Department of Parks and Recreation has secured the required matching construction funds through the 2013 Capital Improvement Budget program to complete this work and add an important historic element to Como Regional Park; and

WHEREAS, upon completion, the bridge itself will remain closed to public use without the addition of safety railings which must meet the National Historic Preservation Standards and are beyond the scope of the project budget; and

WHEREAS, the addition of bridge railing will enable public access to cross the bridge while greatly enhancing the historic value of both the bridge and the adjacent Historic Streetcar Station; and

WHEREAS, the bridge, being on the National Registry of Historic Places, qualifies for a Minnesota State Arts and Cultural Legacy Grant through the Minnesota Historical Society (MHS) Historical and Cultural Heritage program; now, therefore, be it

RESOLVED, that the Department of Parks and Recreation is hereby authorized and directed to apply for a Minnesota State Arts and Cultural Legacy Grant through the Minnesota Historical Society (MHS) Historical and Cultural Heritage program for the Como Park Historic Streetcar Bridge Railing project; and be it
