Purpose of Appeal
My vehicle is not in violation of City Code 45 and is EXEMPT from registration taxes and penalties under City Code 163 AND MN Statute 168.012 Subd 7. The condition of the property does not constitute a nuisance condition and has been misrepresented. Further: Extenuating circumstances exist involving police misconduct in this matter that must be investigated.

WHEREAS, in the matter of Appeal of Jesse Nicholas to a Summary Abatement Order and Vehicle Abatement Order at 253 RICHMOND STREET, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant;
 
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant until the end of business on May 16, 2014 to come into compliance with the vehicle by putting on current tabs (Summary abatement for the tires and tv under the deck has been abated; therefore, that order has been withdrawn); Now, Therefore, Be It
 
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter denies the appeal, grants until the end of business on June 5, 2014 to come into compliance with the vehicle by putting on current tabs, and asks for immediate enforcement action by the Department of Safety and Inspections if the deadline is not met.
