Approving adverse action against the Taxicab Driver (Provisional) license application submitted by Abdullahi A. Rage.

WHEREAS, the Taxicab Driver (Provisional) license application submitted by Abdullahi A. Rage (License ID #20140001056) for the City of Saint Paul was the subject of a Notice of Intent to Deny License dated May 9, 2014, stating the licensee was convicted on October 6, 2010, in Hennepin County of Gross Misdemeanor Criminal Sexual Conduct - 5th Degree (Minn. Stat. § 609.3451.1(1)); and
WHEREAS, the licensee was placed on Probation to the Court for a term of two (2) years which is due to expire on or about October 15, 2014; and
WHEREAS, in addition, the licensee's application showed he lived in Colorado within ten (10) years preceding this application but he failed to submit a copy of his State of Colorado driving record as required by Saint Paul Legislative Code § 376.16 (e) (5) (e) ; and
WHEREAS, based on this information, the licensing office recommended license denial pursuant to Saint Paul Legislative Code § 376.16 (e) (4) (a) and Saint Paul Legislative Code § 376.16 (e) (5) (e) and;
WHEREAS, licensee did not respond to the Notice of Intent to Deny License to request a hearing or withdraw the license application; and
WHEREAS, the Notice of Intent to Deny License stated that if the licensee failed to request a hearing or withdraw his license application by May 19, 2014, that the matter would be placed on the consent agenda to impose the recommended penalty; now, therefore, be it
RESOLVED, the Taxicab Driver (Provisional) license application submitted by Abdullahi A. Rage is hereby denied.
