Authorizing the Department of Parks and Recreation to enter into a Development Agreement, which includes an indemnification clause, with Public Art Saint Paul to provide a temporary public art installation at the Pedro Park site.
Body
WHEREAS, the City of Saint Paul, Department of Parks and Recreation, wishes to enter into a
Development Agreement with Public Art Saint Paul (PASP), a non-profit corporation, for development of a Public Art installation at the Pedro Park site located at Tenth and Robert Streets in Saint Paul; and
WHEREAS, the City, through its Department of Parks and Recreation, is committed to development of a permanent downtown Saint Paul park on a portion of the block bounded by Tenth, Robert, Ninth, and Jackson Streets; and
WHEREAS, the City would like to develop a temporary project at the Site to engage the community and enliven this Site as planning for the eventual Pedro Park continues; and
WHEREAS, the City, through the Department of Parks and Recreation, wishes to partner with PASP's CAIR program to design, develop, install, and program a temporary public art Urban Flower Field installation at the Site; and
WHEREAS, the agreement between the City and PASP contains an indemnification clause; and
WHEREAS, installation of the Urban Flower Field will  be open and accessible to the public, will stimulate positive activity in the Site, and present a positive idea about the future development of this Site as Pedro Park, as well as encourage public engagement in Pedro Park planning;  now, therefore, be it
RESOLVED, that the Saint Paul City Council authorizes the Department of Parks and Recreation to enter into a Development Agreement, which includes an indemnification clause, with PASP to provide a temporary public art installation at the Pedro Park Site.
