WHEREAS, the Board of Ramsey County Commissioners has referred a repurchase application for property at 663 Lafond Avenue to the City of Saint Paul for a recommendation;
WHEREAS, the City of Saint Paul has reviewed police, building and property maintenance code violations within the past five years; and
WHEREAS, the City of Saint Paul has determined that the property at 663 Lafond Avenue is a municipal problem; therefore, be it
RESOLVED the City of Saint Paul recommends that the Board of Ramsey County Commissioners deny approve the repurchase application for the property at 663 Lafond Avenue provided the following conditions are met:
 
1) for a period of 3 years, the property owner shall have a public health/house calls social worker visit 2 times a year with the requirement that hoarding and unsanitary conditions be reported to City Code Enforcement officials; and
2) alternatively, the property owner would be required to maintain a Fire Certificate of Occupancy with annual inspections; and
3) additionally, companion animals must be licensed and vaccinated per City code; not exceed the legally allowable number of three and be spayed/neutered; and
RESOLVED, that the City Clerk is requested to forward a certified copy of this Council resolution to the Ramsey County Tax Forfeited Land Office, 90 West Plato Blvd. for final processing.
