Authorizing the proper City officials to enter into a Joint Powers Agreement for recycling funding with Ramsey County for term July 1, 2014 through June 30, 2019.
Body
WHEREAS, Ramsey County requires municipalities to assure recycling service is available to all residents at their place of residence; and,
WHEREAS, Ramsey County requires each municipality to be responsible for developing a long-term financing mechanism in order to fund its residential recycling programs; and,
WHEREAS, the County has authority, pursuant to Minnesota Statutes Sections 473.811 and 400.08 to collect just and reasonable rates and charges for solid waste management services provided by the City or by others under contract with the City; and,
WHEREAS, The City desires to finance its recycling program by assessing individual property owners within the City for the costs of its program utilizing the County's solid waste management service charge authority under contract with the County;
THEREFORE BE IT RESOLVED, the Council of the City of Saint Paul hereby authorized the proper City officials to execute the Joint Powers Agreement for Recycling Funding between the City of Saint Paul and Ramsey County for the term of July 1, 2014, through June 30, 2019.
